Animated Radar

I would like to have a radar type animated image similar to the following: <[login to view URL]> I would like it to be in red, with a tranparent background so it can be set on any background, but I'd also like for the radar to pick up random masses as it spins indicating that it is found something. If you need any clarification, don't hestiate to ask questions.
