Create MP4 Video From Illustator/InDesign Graphics

I need a graphic designer with knowledge in Photoshop, Illustrator and InDesign to assist my company in creating an animated video from a still image that has been created in InDesign with layers/vectors. Each layer will need to be animated so that it progressively builds the still image, one stage at a time. This animation will then be output to an MP4 file and will be presented on a TV. The video file must be in Full HD (1920x1080). This job is only expected to take 30 minutes as the graphics files will be provided to you.
