Apple icon and spash screen images for app

I have an existing concept png image of 1024 x 1024 pixels and require the concept to be made to look professional, I am not a graphic artist Requirement is to have by return a 1536 x 2008 png (plus other Apple scaled 768 x 1004, 320 x 480, 640 x 960, 640 x 1136, 114 x 114, 57 x 57, 72 x 72, 1024 x 1024, 512 x 512 sizes of same image). The image must be free to use in an application i.e. I have full digital rights to the image without requirement of acknowledgement of any sort. I also require a couple of icons 280 x 398 created that I also have conceptual design. The icons/images will be used in an iOS application hence the requirement for rights of use. The concept is a bunch of balloons floating an attached QRCode through some clouds. The icon image will be a red or a blue baloon with or without a QRcode imaged on the balloon. I can provide the successful bidder with the conceptual art.
