Build a Notices/cases Website

Website that allows users to add notices/cases using customizable forms upon registration. The notices are based on entities e.g. people, vehicles etc and should detect when a user tries to add a new notice and the entity already exists e.g. when entering names/identity card number/car registration number the form should search and give a dynamic dropdown as the user types of possible existing entities. If the entity exists, offer the chance to add a new notice/case using the existing entity. Notices/cases have the option to contain multiple photos/photo gallery. Should support multiple platforms. Notices/cases are approved by the admin before being available to the public. The main page lists cases as a gallery of photos with heading and summary info even where there are no photos (blank photo). Cases accept comments though commenters must register first. Forms should allow dynamic addition of fields to the user e.g. add other name, add photo, add phone number. Admins should be able to create new forms for new categories in the backend and be available in the frontend. There should be the ability to search within categories and across all categories. Allow search by particular fields e.g. ID number. Allow for featured notices/cases. CMS-based solutions preferred especially Joomla.
