Hi I have reviewed your project description and have understood your requirements. Would like to let you know that we have already developed such websites on which we have streamed audio and video. Thus there is not technical challenge for us. Please consider: 1. I understand that people will upload for a fee. But if they make the payment and you disapprove then what will happen? 2. We can track the IP of the people who will make the payment. If anyone accesses to listen the song from that IP, that person shall not be billed again. But what do you suggest if they don't have a fixed IP and it keeps on changing? Also then what would be done in case of public places such as people accessing it from a Mall, Hotel etc. since all of them will have the same IP ? Please open PMB to discuss this further.
