Assist me with Bulk Marketing

Hi I need someone to help me set up a Bulk SMS Marketing System. We will send SMS mostly in India and need someone to help us set this up. The work will include consulting on the best SMS Gateway platform/software and its configurations for best delivery. We also need the individual to help us tie up with SMS Center's, IVR, etc. Basically looking for an end to end consulting. Please note this is for the Indian Market and the prospect needs to know the legal as well as the practical aspects of doing this. He should be familiar with TRAI processes. he should also be able to help us tie up with operators.
