I would develop a full system (Front + Backend) similar to avvo, I understand it's not for lawyers so I would like to know what kind of business will it be used for so I can orientate the features. It should be a full system written from scratch. The system would be developed in Java with a database engine of your choice. About me : I have over 5 years working on Java, specially on Enterprise Resource Planning Systems, one of the most complex and intrincate commercial and management systems for mid-large sized enterprises. Shamefully this kind of projects are usually kept for inside the companies I work with and are for private access for their clients so I don't have any code I would be available to display.
