Android & IOS Mobile App and .NET Class Interface

I am looking somebody who can help me to create a simple mobile app which will communicate with a .NET class interface for be used in further development. Simple Mobile App Requirements: 1. Google play store compatible. Iphone supported would be great. 2. Not depend on any third party component. 3. Properties which will be injected in mobile device: Serial Number, Password1, and Password2. No UI required for these properties. SN,pwd1,pwd2 all set hardcoded. SN should be unique and auto generated. SN should consist of 16 alphanumeric characters. Pwd1 is a fix pwd set hardcoded. 4. Discoverable by the .NET class in local network. When it discovered it will send the following information: serial number, ip address, subnet, gateway, android firmware version, and encrypted pwd1 (md5/sha). 5. App shows a full screen URL content which will be set by server (.net class). How app should works: 1. When user install and run, it will automatically blast its existent to be discover by the server/.net class. Discover parameters see point 4. 2. It will shows a logo & message "Waiting Content..." if there is no URL content set by server yet. 3. Once it receive command to load URL from server it will load URL content automatically. Should be in full screen mode / kiosk mode and suppress any browser notification. Load should be within app, not run other app (or browser). ========================================================== .NET Class Interface Requirements: 1. Should be written in C# or VB, run in framework 4.5. 2. Not depend on any third party component. 3. Have these 8 methods: 1. Searching() =>search mobile device async. 2. StopSearching() ==> stop searching. 3. GetInfo(SN, encrypted pwd2) as info ==> get the following info by SN: Ip, encrypted pwd1, firmware version, subnet, gateway. 4. IPConfig(SN,encrypted pwd2) as boolean ==> set custom IP, subnet, gateway. 5. Calibration(SN,encrypted pwd2) as boolean ==> if set auto then date & time set automatically, otherwise set by passing input. 6. Restart(SN,encrypted pwd2) as boolean ==> restart device. 7. Shutdown(SN,encrypted pwd2) as boolean ==> shutdown device. 8. LoadURL(SN,encrypted pwd2,Url) as boolean ==> Send command to device to load content from URL. All methods should be send with encrypted pwd2. Device should process command only if pwd2 match with its embedded pwd2, otherwise it will return nothing/false. 4. And since this would be simple class, I prefer should be written clean and simple. This will be used for further development. I will have both the compilation files and sources of mobile app and .NET class, and a guide/information on how I use the files, especially with the mobile app since I do not know very well about building a mobile app. Anyway I have Android Studio installed, hope it helps.
