A Simple Voice Game

i want an app that is a simple game we used to play here in Saudi Arabia. it's called "Telephone kharban(Not working Properly)" it's basically a group of people sits in a circle and one of them starts whispering a phrase to the person next to him and that person whispers whatever he heard to the next person until it reaches the last person in the circle ( the one before the circle started with) and then tell everyone out loud the phrase and it will usually be wrong and they will have a good laugh. what i want is trying to make it into an app that can played through the mobile online. i want the game to be online and the voices of the players are broadcast not recorded and to accomplish the whispering part of the game i want to lower the volume by like 70% and mute whoever is not supposed to listen.
