Now, I'd like to help you but the project budget is way too low for quality information, covering all required even just basics - and training videos themselves being good e-learning. But I might create all videos (with PowerPoint files, screencasts of web browser and other material) in focused 4 days and polish them in next day or two.
All would be covered. Not just topics you have given but also open content, copyright, (a)synchronous learning, blended learning, social networks pros and cons, free and low cost tools and equipment, software for e-learning, Bloom and Mayer theories and more.
I have some certificates (national, Coursera) for e-learning. That doesn't matter more than a promise that I can deliver nice e-course you need.
But for the budget (and I have set my "summer" minimum bid amount) I have just one condition: copyright remains on me while you can use the course internally (school network) but not publicly on the internet (for other organizations and individuals). That's because I intend to expand it - so it will not be the same as e-course made for you - and offer it publicly.
I have a long wish to create such course and while there are some from teachers (pedagogy) and from Internet marketers (tools, interactivity) there is no right mix of them. And you have noticed that, too. I hope you understand my position.
