Web based Database

I am sourcing a bespoke website for the company I work for. The company specialises in transporting special needs students to education outlets. Local taxi drivers are certified and cleared to carry out the work as sub-contractors. The local authority posts work via their website where companies such as us can place a bid. The winning company is informed and the contract is created. My company needs a database that can be accessed via a login page on company website. There needs to be 3 levels of security : 1 viewer, 2 data inputter, 3 full admin. The structure needs to be updatable (ideally a cms system would be included). The database would consist of several static data tables, several more tables for bids, winning details, invoicing etc. The database also needs to be able to create reports easily. The programmer needs to be able to speak good English and be able to undertake changes and additions at short notice (within days). Examples of completed projects is essential. Based on my limited experience I believe that for the qualified person this is not a huge project. If the pages created are editable then the cosmetics of appearance I will deal with. The complete project must be able to be backed up easily. It must be user friendly and easy for the users to understand. Of course, I will offer more information when and if required regarding the project.
