An app to insert a csv file into a DBase

I need some one to design me an app that will insert a csv file (with carriage returns in some fields) into a live online database. it will be an ms sql 2005 database and will have to be designed in vb. you will be provided with the create table of the table. and i even have some parsing code from an earlier attempt from some one else. Any method to get this to work will be acceptable. Please only bid if you know you can do this and do this within the week.
