auto dial and play recorded voice message

I am a taxi business which displays customer information and google directions on the drivers android capable tablet. I would like an application where driver can click on customers phone number and software will automatically dial customers phone number and play one of several pre recorded messages. Messages can be customized. Example messages: Message 1 "Driver is on his way", Message 2 "Customer has been delivered to destination". Message choices will be individual buttons on tablet. Application must pull customer information from mysql database. I prefer no api's. If you need to use an api let me know in your bid what the monthly cost will be for a 1000 voice messages. Please post projects you have completed that are similar in nature.
