BUG FIXTURE 4: fix minor bandwidth issue in vc++/c# h.264 video streaming application(repost)

Existing video/audio streaming application is in beta and works flawlessly for up to 4 clients and 100 viewers for 320p and 720p profiles but with following issue. We need vc++/c++ expert to work on Issue and Enhancement as follows- 1) Bandwidth issue...320x240 profile is currently taking 150-230kbps in the latest beta...(Most of the time it takes 70-80kbps but when there are too many people in front of camera or sudden movement, the bandwidth shoots very high...also, we have older builds with code where it was taking around 100kbps)...please ensure that without quality degradation or stuck issues, the b/w usage is what is required for 320x240 profile - around 100kbps and for 1280x720 profile - 250kbps and no more then that. if you are comfortable with x.264/ ffmpeg or you are a c++/vc++ expert, this should be a very easy task for you. Let me know if any queries. ## Deliverables 1) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the worker's Worker Legal Agreement). 2) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 3) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Worker in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. ## Platform c++, vc++, video streaming, h.264, c#, [login to view URL] 2008, .net 2.0 To be given: Existing application source code Deliverable: VS 2008 compiling and running application as mentioned above. Test: 1. We will load the server on live IP. 2. Connect and stream video+audio (live from HD cam or from dvd player) through encoder from behind the NAT/firewall/proxy for 320p and 720p respectively. 3. View using the viewer on webpage from 100 locations to verify that the issues are resolved.
