bulk email sending application

Basically though we are after someone to create a Windows tool to send out bulk emails. This tool should: 1. be able to manage a contact list 2. allow for editing html files in a WYSIWYG editor 3. be able to send out a lot of emails (please see full description attached) We're looking for two prices: 1. A price for producting the "engine" in C++. This should be cross-platform so that it will work with Linux, Windows and Mac OS X 2. A Windows GUI with the other functionality. This MUST be developed in Delphi PLEASE NOTE. WE WILL ONLY ACCEPT BIDS FROM PEOPLE WHO CAN DEMOSTRATE THAT THEY HAVE DONE THIS KIND OF THING BEFORE OR WHO CAN DEMONSTRATE THAT THEY HAVE DONE WORK AS COMPLEX. Best Ade ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
