Agency Application

I am looking for a system which is the opposite of a Job/Recruiting system i.e. Agency System. I want to be an Agent for Skilled People and market their profiles. Example: Freelancer/Teacher/Model: Name: Jo Blokes Gender: Male Age 27 Address; Location, Postal Code (option to hide) Phone (hidden) email (hidden) Social Media (hidden) Budget: $0.25/contact (hidden) Skills Category: Developer Skills Sub Category: PHP, Joomla, Drupal, Wordpress, MySQL. Description: Portfolio: Monetizing: Peter Pan (Employer) is interested in the skills of Jo Blokes (Freelancer) and will get the following prompt: "Peter Pan, please tell us why Jo Blokes should pay $0.25 to get in contact with you?": Description, job-spec, etc. Possible exchange of messages can take place to clarify... Jo Blokes will receive the message with the description and then have the option to Accept/Decline the invitation to make contact. When he accept the invite, contact details will be exchange and $0.25 will be deducted from the account of Jo Blokes. No further money will be taken from Peter or Jo. The system is similar to a normal Business Directory. The system is similar to CV-Library. This is similar to a Workspace like Freelancer or oDesk, except that only the serious Workers will be listed here, and will get the jobs. Only the serious workers who are prepared to pay, will get the contact. The Freelancers will get listed according to their Feedback and the Money/Budget they are prepare to pay for a job-contact. Filters will be on Location, Gender, Age and Skills. I will market these Freelancers as a serious PAID Skills-force which will be valued more than the millions of free oDesk workers that spam you every time you dare to post a job
