Cloning a Feature from another website

Hi, I'm after somebody to clone the tickers functionality from the website [login to view URL] for use on my website, [login to view URL] Cloning needs to include the same functionality that the existing website has, plus I'm looking for something a bit different as well. Maybe change the actual ticker into a flash banner or something perhaps?? Need to track multiple dates, allowing a user to add their own avatar, change the ticker to suit them and also to give them a url which allows them to display the ticker on external sites. Best bet is to create a ticker on the above website and see how it works before placing a bid. Don't have an awfully big budget to spend on this, but I do have a number of projects to complete so would more than likely use the same coder again on successful completion of the project.
