Create Closed Polygons on Google Maps from Database and edit / determine if within.

Hi I want to create a set of closed polygons from a database of latitude / longitude points for different areas. I then want to be able to overlay this polygon against google maps. I must be able to edit each polygon point by dragging it (the drag will modify the point in the database. You should include a SAVE button to save your changes. You also must provide me with a function that output whether a given point is within or NOT within an area. ie. function LatLonAreaID(lat,lon) - returns the area id if its inside any of the polygons, or NULL if the point is NOT inside any polygon.
