Content Replacement Microsoft Outlook Addon

We need a Microsoft Outlook Addon that will monitor email windows opened and replace the content of any window containing perdefined delimiters such as "[{<" and ">}]" with an embedded IE ActiveX instance navigated to a predefined URL using the key prefixed to the delimiter, such as <http://server/app/8927356> for ending delimiter "8927356>}]".? Compatibilty is required with as many Outlook versions as possible - please specify in your bid. An installer is also required. Please specify preferred development tool (such as VC++), any run-time required components (such as CRT), and the use of any commercial or open-source components infrastructure.
