Create Pligg Site

I am looking for someone with proven experience setting up and customising a pligg-based site. You will (a) download and install (b) get operational (c) do some basic 'look and feel' customizing. The target audience are consumers (not BtoB) in an indulgence/wellbeing category and skewed toward a female audience so we are seeking a clean, sophisticated but simple look.
