codeigniter intranet project : timesheets and projects review

I need an Intranet site for my projects admin. we'll have - projects - workers (users) - prices per hour - time sheets Admin area : Projects : create/edit/delete Users : create/edit/delete assign users on projects assign price per user per project. check time sheets of the users. reports - per user/per projects with total hours and total expenses on projects ( per project and total per report) User area : (each user has his account and sees only projects he's being assign to) put hours on projects : create/edit/delete validate hours (blocks the hours for the week, and only admin can unblock) interface do do time sheets per week : see curnt week + possibility to click on the calendar and choose another week. - minimal design - no graphics or things like that - no need - it's Intranet. thank you.
