Convert Product Cart v3.12 website to Magento Community v1.7 website

We have an ecommerce site setup on Product Cart v3.12. (SQL 2000) We want to convert the site to use the newest Magento Community Edition. Current functionality must remain once converted to Magento. Including EVERYTHING on the current site. Such as: -Drop down menu of categories -Home page - Product of the Month, Featured Products, Specials, New Arrivals, Best Sellers -All additional pages - Such as: FAQ, Sizes, Shipping, Privacy, and more. -All products, roughly 270 products. -All user accounts, 21185 customers. Some basic css styling does not need to be 100% identical, but the current functionality must remain the same. The checkout process does not need to be the same, standard Magento checkout functionality is enough. FedEx shipping must be setup. We will provide login information.
