Calculate Time and Visits

This is new marketing strategy test. I'm creating a membership site that monitors the time spent or time visits within the site. Usually paid members are charged whether they visit the site or not. However I want a script or some kind of php coded site that counts and charges only if they use the site. A Pay Per Use Membership. These paid members can use the membership site if they are current. They can remain a member even though they have not logged into the membership site. So I'm after a script that can somehow count the amount of logins and charge only a partial amount of total monthly required payment. For example; if the member.... login 4 times, then they charged 100%... say $100. login 3 times - $75 etc. For more information please contact me. Can you build such a machine?
