ALPR, Licence plate recognition

The use are for a portable camera and a PC to open a gate for cars and lorry's. Compare licence plate with a local and central database. Open a gate. Step 1. I need a local website to do the following: Log in for users are required. The user shall easily add a licence plate number on the web-site and then add a timezone for the car to [login to view URL] of plate numbers and pictures of accepted and rejected cars. When accepted licence plate - send a IP-messages to a camera to activate I/O. Ability to manually open the "gate" from the site. Since I think the javaanpr are a solid ground i think this will be an easy project. Simple admin interface to set up the function. The pictures are planed to come from an Axis camera. Step 2. Ability to centrally administer the other sites.
