Build This Website Today

I have a PSD (JPG attached) that I need to have built today (preferably in the next 10-12 hrs.). I need the background to stretch - so it will probably need to be flipped to become wider. The tabs should have rollovers upon mouseover and on the pages (white for selected page, gray for non-selected). The CSS should be set up for the title, body text, link and footer text as shown. The page elements should be saved as PNG files so the background can show through. Please let me know when you can deliver it back to me. Thanks for your time.
