Create Project Scope For Article Directory Script

Dear Coders, I'm looking to get have an article directory script coded from scratch. I already have a programming team that I'm working with but I'm asked to create a project scope that outlines the complete site and it's features. In this project I'm looking for help in creating a project scope based on 2 article directories. I will be using the completed scope in this project as a guideline to create my own. The selected coder will need to carefully examine the 2 popular article directories and create a detailed and organized project scope based on all the features of those 2 sites. It should include a check list that my programming team can refer to when creating the script. Of course the access to the admin area will not be available, so the coder must use their experience to envision what functions are managed in the back-end and include that in the scope. I would like to select an experienced coder that can start right away and complete the project within 3 days. Regards, Eric
