Allow customers to make payments from Ubercart/Drupal

I need someone to build a module for drupal/ubercart that will allow customers to make payments via [login to view URL] against any remaining balance on their order. It should not allow over payment and should default to their current balance on their order. It would be preferred that they can either pay with a new credit card or pay by using their previous card using [login to view URL] customer reference. This module needs to be secure and only allow customers to access their own information.
