Basic Website

I require a basic website, built on a custom CMS, that allows for the following functionality: Registered users of the website will be able to select from a list of predefined images and superimpose text onto the image. Once the user has customised their image, the file should be saved and made available on the index page of the website. The index page will be paginated with a limit of 10 posts per page. Posts will be ordered by their unix timestamp. Posts will appear in two places: 1) On the index page, in descending order by timestamp 2) On individual pages, with the ability to leave a comment underneath the post with the Facebook comments widget Unregistered users will have access to all areas of the website with the exception of the superimposition feature. I require: User registration (with Facebook connect) Social media sharing (Facebook, Twitter, Pinterest) HTML5 and cross-browser compliant DIVs should adjust according to screen resolution (to accomodate tablets and smaller laptop screens) Administration panel with basic functions for moderation of posts (delete, hide from index, view registered users from database) Preplanning in the layout for 300 x 250 pixel ad units in the sidebar. Basic, simple and plain are the watchwords for this project! This should be relatively simple for an experienced developer. Please keep your quotes closer to the bottom end of the budget in order to be considered. See attached "sketch" for layout.
