I will not deliver you beautiful design as I'm not a graphic designer, however it will look acceptable and will be responsive for sure. If you need it looking stunning, then you'll have to find someone else to rework templates. But I believe this is a good option for you: you may start a contest on Freelancer and choose from multiple design drafts submitted by people. I will deliver you solution which is clean, maintainable and well-covered with tests. Site landing page may show popular, featured, most recent and upcoming events. Tickets will be simplistic and uniform. Event creators won't have influence on how they look like. When it comes to technical details, I urge to rely on some payments provider (I recommend Stripe because I'm used to it). I'm not a fan of storing credit card details in database as it is potential security problem and could be dubious for users. SMS will be sent worldwide with Twilio. I'm going to do it in Ruby on Rails with PostgreSQL as database. I recommend Heroku or Digital Ocean for hosting. There's no word on payment methods, I assume credit card only. There will be some "remember my card" check box provided that payment provider supports it (Stripe does). I run my one-man business, I'll do work personally. I live in Europe so our time zones will match.
