Build an e-commerce website

Targeted e-commerce website. It has a significant potential audience and I now need someone to design this website for me. I would prefer to give equity as well as a small fee perhaps, hence why the price is within the specific range, to acquire a person with specific skills in website designing but also a business partner. There are many projects similar to this which I would like to do, but as I need someone with the skills required to assist me.
