Convert excel spreadsheet into web-based app and mobile apps

Convert excel excel spreadsheet into web-based app and after approved I need the same app for iPhone app, android and blackberry. It a very simple home budget. I attached some samples but any of them is my excel file, it is just for give you an idea. I would appreciate if you can improve the design. It should work Bilingual and in any known currency, but I will give you the words. Ideal if you can make it work as evernote and include some basic and colorfuls graphs.
