classifieds website optimization

Hallo, we need a skilled coder to do a couple of mods in our classifieds website. 1- to post a free classified the user must first click on a sponsored banner. also when the customer receives the email to confirm the ad posted he must click on a banner to confirm and post the ad. the banner can be changed in a specific admin area,when the code will be pasted and can be changed by the admin at will 2- import ads from a major classifieds portal,ex. kijiji or craiglists 3- the site must open in a worldwide mode, the front page,a php page must show all the countries and the cities in 4-5 columns,the user will choose its preferred country by clicking or by a dropdown menu (this has been partially done) 4-google map integration in all the classifieds posted. 5-in the dmin area the admin can extend for free all the ads he wants. 6-email collection for newsletter or marketing the site is based on x-zero classified,authorized purchased copy obviously and i will pay the coder 180 dollars for his work. please note that the payment will be made ONLY after the work is fully done and tested,via this website. no external payments!!!! we hope to meet a skilled and serious coder for further projects too
