Convert PSD to Wordpress Theme

I have a PSD file needed to be converted into Wordpress Theme. The theme should be compatible with the latest Wordpress version, all latest major desktop and mobile browsers (I don't need a mobile site, but I need the site to look good on mobile devices). You will need to create around 6-8 pages (1 theme but 6-8 templates for different page layouts - already include homepage). The theme should incorporate a user friendly admin interface, but please minimize the use of plugins, if you do need to use plugins, please choose the widely used ones and those with good support. But I really like to have less plugins, let say less than 5. I'm looking for a tidy theme, easy to understand, put comments when necessary. No css hack, use good css implementation, no inline css, no table unless necessary. Development time doesn't need to be very quick, I rather have a quality coded theme rather than quick and rushed theme. Please send me some of your best portfolio. I can send some screenshots for those with a good proposal/portfolio.
