Adding basic content management to sites

I have two established sites that get daily updates of news from my writers. Currently I have to add the news manually to a html template and then upload it. This process is very time consuming and I would like to automate it. What is needed: Admin should go to a web interface where they can cut and paste article into block, they should be able to specify: 1. Meta Tags 2. Page Title 3. File name such as [login to view URL] or html 4. They should be able to select banners or insert banner code for the template. 5. They should be able to specify news title I would possibly also require a section where a user can submit their news to the website and it would be approved by admin using the above principles. We also need a calendar system which links to archives for articles. On request I can send over graphical examples of what we need.
