Affiliated Site reDesign

I am looking to have my site redesign, which has about 30+ pages (pls verify yourself). It is an affiliated site, which directs users to another site. Therefore, I need the site to be created in CSS, the top navbar & left nav bar to be displayed on all pages and with more of content/Search Engine Optimized (SEO) and not just with keywords entered, etc. Must be search engine & all browsers friendly. Last time I had paid only $300.00 for the entire site so tell me what's your best rate. The images, links can be used from the affiliated site and what I already have.
