Application vb.net gps receive multiple connections - repost

The application must be in vb.net framework 4.0. Connections should hear multiple GPS 's, over 10,000 frame arriving convert to another to be specified , insert the frame in a database in mssql server and forward it to another IP address and a port. You must have reciprocity with the other server to receive commands that you send , identify which arrived GPS ID and send the command to the specified device. The application must be in a grid all information from GPS , latitude, longitude , speed, if connected and able to send commands from the application once it is selected in the grid .
