Consulting for VPN Server setup

Hi, I am looking for someone to consult me on setting up servers to provide similar services like sites [login to view URL] or [login to view URL] This person must have done similar projects before and show references. Bids without previous projects&references will be IGNORED. In this report i expect to have all aspects of: -Server requirements -Server setup requirements for both pptp and l2tp ip sec connections -Billing and authorization softwares that will be used -Capability to offer access to servers in different countries under one account -Dialer and openvpn client creation/customization -Server management required after initial launch. This the first part of the project. I will pay you for your time to prepare a detailed project plan and if we are satisfied with your plan we may offer you the job. I am prepared to pay $30 for the project, not more. I will do an escrow payment on gaf once the bidder is accepted and payment will be released after i receive the full report. Proper communication is a must. By proper communication i mean Skype/Msn calls/chat for discussions/questions, daily availibility on these IM's an e-mails. We can communicate both in English or Russian. To prove that you have read all requirements properly until the end please make sure that your pm's include the word "biopipe" in the beginning. Thanks.
