Bandwidth and Print Manager setup

We have a requirement to have additional features in our application that was developed on VB.NET and MySQL database Environment specifications: (Visual Basic 2008 .NET/.COM / [login to view URL]) 1.) Bandwidth Manager: Set download and upload limits and speeds for all users in your network. Our project have two panels currently, one is "ADMIN" Panel and the other one is a "CLIENT" Panel. "ADMIN" Panel should be able to control the "CLIENT" panel with controlling the maximum download and upload speed along with it show the network usage for whole computer TIPS: Netstat -e >C:\[login to view URL] than read the text file. Only problem with using Shell (aka CMD) is must be run as administrator. and we can not have the computer keep poping up UAC Prompt. So if you edit the Task Scheduler using VB.NET code to make that happen. 2.) Print Manager: Add printers at "ADMIN" panel and monitor "CLIENT" panels for printer/s usage. Display the printer utilization at "ADMIN" panel from all users in the network. So it is your responsibility to figure a way to give us a professional form, class and function. When submitting your work, please make sure it is in a project while we have our coding team to analyze the script and test. We will not accept any compiled applications. Must be in source code so we can implement it in our current project. Please note we are using MYSQL as database and that everything should be sent to database so the two panel (CLIENT and ADMIN) can communicate. Note: Huge companies refrain from bidding.
