Build 1 Page, Change Header/Menu Bar on 13 existing pages, Fix Very Minor Spacing Issues

I need someone to build a portal type homepage. It will be very basic with all design provided (worker will have to create menu bar though). Logo in upper right corner, 4-5 tabs on menu bar, and 3 images that link to internal pages. All content will be provided. I also need the header/menu bar on the existing pages of my site changed to match the new header/menu bar homepage. My site can be viewed at Http:[login to view URL] As you will see on the homepage, there are some very minor spacing issues. Some of the images have captions under them but there is too much space between the image and captions; I need this fixed. I also need the testimonial images to be changed and less spread out. Please do not submit template responses to this project, they will be ignored. Please do not submit the maximum bid if it is more than you really need, lower bids will be more highly considered.
