I am developing a website, and need something programmed. My current developer does not know how to do this. My draft website is at the link below - please notice how the front picture mouseovers follow the mouse movement.

I also need this to show up on iphone/ipads, so I think it needs to be in HTML5.
I'd need the files delivered so my developer can insert.
