Crime Tip Website & Database Repost

This is a repost of the previous project, Crime Tip Database. I have received several offers below $1500 so I am reposting. Here is a more detailed description of what I am looking for. I need a website built, complete with hosting. I need an easy to use control panel or admin link to be able to easily edit/manage site. Based on the highly sensitive and confidential information received from the website, I need security features that would prevent hacking. I am looking for the database to be built similar to microsoft outlook or an email type look. It should have a search function and be able to be sorted by name/date/reference #, etc. The primary purpose of this website is to provide the community with an innovative resource for reporting criminal information with guarantee of anonymity. In addition, it helps provide law enforcement with a solution to investigate criminal leads generated from the public. In a nutshell, the following is an example of how the sites tip reporting program works: - An anonymous tip is submitted on the website. A reference number is issued to the reporting individual. - The information submitted is stored into a database only accessible by an approved law enforcement officer. - An email is sent to the direct email address of the appropriate law enforcement officer of the crime being reported. - The appropriate law enforcement officer accesses the database via username and password provided by bustacrime administrator. They can view all tips reported and print via report format. In addition to the tip reporting, this website also has other features including: most wanted fugitives, rewards, school programs, drug & alcohol prevention, teen pregnancy, AIDS/Hepatitis/STD disease education and awareness, suicide prevention, single parenting, links to sponsoring websites and educational programs etc. I will be doing most of the design so it is critical that I have an easy to use control panel. While making a bid, please provide me an example of a database you have done or a database that you can make it into.
