Wordpress website overhaul with added functionality

The project: It's been a long time coming, and we are finally ready to take the plunge into the online learning space. We are, however, going to follow a somewhat slow, phased approach. Phase 1: [login to view URL] has a download facility that I simply love, and am convinced is why they have been so successful doing what they do - free ebooks. I would like to have the same, or similar, experience for those coming to our site for their free ebooks. I have wondered if it is not just easier to have every user hit a landing page where they are effectively forced to register or they can't enter the site, and then everything thereafter is free to access...but think there might be a steep dropoff unless the landing page can convince them otherwise. Your thoughts? Phase 2: Now phase two is tricky because I am attempting to get hold of the CEO of [login to view URL] and create a partnership with them where I don't need to develop what they have, inhouse. But phase two would then have the free ebook section and also a micro-learning offering like on their site. And that is more or less it. Phase one is a massively high priority. Are you able to please give me an indication of what it would cost to develop that kind of functionality? And please include the other option as well - where they must register on a landing page, and thereafter can access anything - your work here would be to then setup the landing page, and adjust an already existing template like: [login to view URL] or [login to view URL] or [login to view URL] ...you won't need to setup the other pages: About, Contact, etc. - I can do that on my side.
