Add features to teleprompter software

The project involves minor additions to the code for our teleprompter software. 1. The ability for the user to press the +/- keys to tweak the speed in addition to the current control using the numeric keys. You can't control the speed with the Logitech NuLOOQ scroll wheel otherwise. 2. More fine tuning control over the speed. Instead of 1-10, the speed could be rated 1.0-10.0 with increments of 0.25 per press of +/- 3. Add an [login to view URL] installer which copies the exe file to program files, and adds the program to quick launch toolbar and the start menu 4.
