I have just updated a Windows VB6 application along with its Online Help file (HLP Format). HLP Format is not supported in Windows Vista or 7. So, I need the HLP file converted to the new help format, CHM. I also need to know how to change the code in the VB6 app so that a particular topic is shown in the Help file. The RAC bidder does not have to do any VB6 programming, but should be able to provide sample VB6 code for accessing a HTML help file.
The RAC bidder may use Microsoft HTML Help Workshop or a help compiler that they own. Attached are the help project files. The RAC bidder may attempt to use their software to auto-convert the files to the new format. In the end, I will need the converted project files as well as the CHM Help file.

I have received some bids and want to be clear: A help compiler is required to turn the output of any help authoring tool (including Help & Manual) into a compiled Windows help file. The help compilers are provided by Microsoft for free. There are separate compilers for HLP and for CHM (HTML HELP) files.
I have 70 pages of text and graphics in an old 3rd party compiler which produces HLP files (32 bit). I have the free Microsoft compiler which produces CHM files (for Vista and 7). I need to get these pages into a newer help compiler (such as the Microsoft one) to produce a CHM file.

1) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the worker's Worker Legal Agreement).
List of Deliverables:
1) CHM file matching enclosed HLP file.
2) Help compiler project files - whatever needed so that I can load them into a help compiler (preferably a free one), update text and/or graphics, and recompile on my own
3) sample code to access a CHM file from VB6, display a specified help topic within the CHM file
When bidding, please specify your approximate turn-around time and help compiler you plan to use.
