I need a rating and ranking system created for football players ( algorythm )

i need a rating and ranking system create to create a searchable ranking system for football players via location such as town , city , region , country , age , players will be rated by scouts and fans and given an overall rating , clubs from premiership to non league will be able to search who is highest ranked player by advanced search and sent scouts according to monitor progress of player Description of requirements/functionality: functionality as above Extra notes: we are working with former premiership players and this algortym and search must be good enough for top flight
