Need PCB Product Designed

I need a specific small footprint imaging PCB developed, that will use an On-Semiconductor chip or one that is the same capacity. The professional resource selected will be someone that has experience with designing imaging PCB's and the design of schematics. Part of the design has been designed, however an experience resource is required to quickly and correctly complete the full design. This project will requiring the signing of an NDA prior to any further discussion or specific questions being answered. However the general overview is listed below. Board Design: This will be a small board with an on-board SMT chip that will be used for imaging, there are additional optical or IR components that will be required for the solution. The design will support devices that have USB ports, such as PC's, Tablets, Android, and iOS smartphone devices for example, as long as those devices have the PCB drivers installed. The board will plug into desktop or smartphone devices, so it will need drivers that support Windows, Android, or iOS operating systems in a plug-n-play fashion, have a SMT USB type mini-A female port on the PCB. Documentation will need to be provided by the resource selected, on how the board drivers were designed, schematics, Gerber, X/Y, along with BOM, and other information required to design the boards. Parts to populate the board will need to come from two well known distributors, Digi-key and/or Mouser. If there is a part that is not available via one of these two distributors is must be a creditable source that the item should be acquired from and not someone who is a broker, it must be the manufacture or the manufactures authorized distributor. Lastly in designing the board, you can use Orcad, or Altium, Eagle, or if you do use some other tool, those files have to be supported by one of the sources listed, so that any future changes can be supported without the need to acquire your specific design software tool. The software must generate a 3D of the boards, that indicates how it will look fully populated before it is actually produced.
