Website Animation #2

I am creating a website that needs an animated image on the home page. Attached is the original image. We need the colors within the image to rotate to the right. The slices of the ring would stay in place but the colors would move from 1 slice to the next. The movement should be smooth where each slice would progressively contain the colors from the previous slice. For example, each slice would contain 90% current/10% previous, then 80% current/20% previous, etc. until every slice became 100% of the previous slice's color. The middle slice would also be part of this. In other words, there would be 9 slices with the middle being #9. Ideally this would also be viewable on mobile devices but this can be sacrificed if it is not practical. Please send me your price quote and technology choice.
