Image Blurring API

Its primary use would be to detect and blur nude images. I believe that an API which is downloaded is the best way to go. There are other uses that it can also be adapted for. I would like to get this in front of the big tech companies like Amazon, Apple, Facebook, Google, and Snap Chat. Ideally it would preinstalled on all devices and then activated. I need a company that can not only build it, but also has the ability to facilitate meetings with these companies or others that might be interested. I have an app on Google Play and I am including the type of blurring it does. I am trying to keep my budget for this within a certain range. Thank you for the time.
