The solutions can be delivered in the simplest of form as described by you for the budget I mentioned. This would include the web server and mobile app. Adding more features will cost more. Question: Why do you want to use a Raspberry PI as a server?

Hi I am assuming you want to use esp32/8266 as wifi connection. I can make a software for raspberry pi to interact with esp but not as a web app, but as a desktop app. You can still request a queue from a phone browser, either its iphone or android. It will be running for 24/7 without problem. I made many app for raspberry, so i am sure of it
