Create A Bigcommerce public plugin

We need a custom BigCommerce public plugin. The plugin is a payment module (Should allow users to select our payment option e.g "Pay with MiMoney"). The plugin should redirect the user to our payment page and send back the transaction status to the BigCommerce store after completion of transaction. The plugin should be a public plugin (willing to consider a private plugin should this be a problem)
